Kindle Cloud Reader allows you to read Kindle books on a Windows PC or Mac using the Google Chrome.  Kindle Cloud Reader automatically downloads your most recently read books so they are available offline. When you open a book, you'll see the downloading progress at the bottom of the screen. When the content has completed downloading, the book will be available in the Downloaded tab.

If Amazon Kindle Cloud Reader is already open, one click of the extension icon will bring you back to the existing tab, so you don't end up with duplicates.

Right clicking the extension icon and selecting the "Options" page will allow you to set the extension opening a pinned version of the tab.
